Demurrage is a fee charged for the extended use of railroad-owned railcars. These fees are intended to ensure that cars are loaded, unloaded and released quickly, so that they can be made available for the next shipment, and track can remain fluid to handle traffic.
This Demurrage Chart applies to all freight cars actually or constructively placed for loading or unloading on Montana Rail Link and other carriers party to Demurrage Tariff RIC 6004 series. This chart is based on tariff charges and rules in effect at time of issuance and is subject to change. Applicable tariff revisions, special contract provisions or service orders must be considered. Computation of free time and demurrage on loads begins with the first 7 a.m. after ACTUAL or CONSTRUCTIVE placement, whichever is earlier. Computation of free time and demurrage on empties begins with the first 7 a.m. after ACTUAL placement or car order, whichever is later.

Note 1 – Demurrage charges will accrue on all Saturdays, Sundays, and holidays, subsequent to the first chargeable day. Holidays are as follows: New Year’s Day, Washington’s Birthday (President’s Day), Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas. When this date occurs on a Sunday, the following Monday will be observed as the holiday.
Note 2 – Under the average agreement plan, $20 days are Debit Days. Debits can be offset by credits earned on other cars but must be kept separate as to loading vs. unloading. One credit is earned whenever a car is loaded or unloaded within the first 24 hours of free time. $30 and $60 days are Arbitrary Days and can not be offset. Credits cannot be carried forward to succeeding month.
Note 3 – A loaded car is released when this railroad receives proper forwarding directions. An empty car is released when this railroad is advised car is unloaded and available.
Note 4 – Private cars on private tracks are not subject to demurrage except as otherwise provided in Item 765 of RIC 6004.
Note 5 – Empty private cars stored on railroad or private tracks, including such cars sent by the owner to shipper for loading, provided such cars have not been placed or tendered for loading on the orders of a shipper, are not subject to demurrage.
Note 6 – Does not apply to TOFC/COFC trailer detention charges.
Note 7 – Free time provided on cars held for loading or unloading grain or related commodities will be computed excluding Sundays only. See RIC 6004, Item 278. Forty-eight (48) hours free time allowed for loading wheat, STCC 01-137, and barley, STCC 01-131, see RIC 6004, Item 279.
Note 8 – 24 hours free time allowed for cars held for partial loading or unloading.
